Regulatory advocacy and support
Utility prices and policies are often set through state and federal regulatory proceedings. Through our Utilities Regulatory Program, we represent federal agencies in these proceedings to help ensure fair pricing and reliable service.

Interagency collaboration
We coordinate with agencies such as the Department of Defense, Department of Energy, and Department of Veterans Affairs to align strategies and share information.
Our authority
The General Services Administration is authorized under 40 U.S.C. § 501 to set policies and methods for acquiring and supplying utility services. This includes establishing contracts and representing agencies before state and federal regulators.
The Department of Defense is authorized under 10 U.S.C. 3201(a) and 40 U.S.C. 113(e)(3) to acquire utility services for military facilities.
The Department of Energy is authorized under 42 U.S.C.7251. Limited authority for connection charges has also been granted to the Department of Veterans Affairs.
Agencies seeking to procure utility services independently must request delegated authority.
