Standalone Satellite Professional Support Services must be awarded to small businesses, so large businesses must submit small business subcontracting plans as part of their proposals.
- Task orders must be issued by October 15, 2027 to remain valid.
- All task orders must end by October 15, 2032. The FAR 52.217-8 Clause (Option to Extend Services) cannot be used to extend work past this date.
- Options must be included at the time of issuance.
Buy through CS3
To place an order through CS3, warranted federal contracting officers must obtain a delegation of procurement authority. When using any interagency contract, your agency’s internal ordering process and policies take precedence.
- Review CS3 guidance – The CS3 Ordering Guide [PDF - 1018 KB] and Delegation of Procurement Authority Memorandum of Agreement [DOCX - 59 KB] cover roles and responsibilities.
- Complete the DPA request form – We will review your request and you will receive delegation confirmation within about two business days. Once approved, you can issue task orders.
- Develop your requirements – Need help defining your agency’s SATCOM needs? Contact us.
- Prepare a Statement of Work or Objectives – We can also review your SOW or SOO to ensure it is within the scope of CS3.
- Issue your solicitation – Post your request on eBuy and ensure compliance with FAR 16.505.
- Evaluate and award – Assess proposals, award the contract, and manage the task order.
