Payroll system update: Important action required
We have migrated our payroll system to HR Links and replaced Employee Express, or EEX, with new functionality within HR Links.
What you need to do
Download your historical data from EEX.
Download at minimum:
- Last three years of W-2 and 1095-C forms.
- Last three years of Pay Period #26 Leave and Earnings Statement.
How to download:
- Log in to EEX.
- Navigate to earnings/leave statements and W-2 forms.
- Download and save.
Why? No historical data was transferred to HR Links. EEX will remain read-only to access your historical data through April 15, 2026.
Specific benefits of HR Links include:
- A secure Section 508 compliant site for the visually and hearing impaired.
- One page, printable and downloadable Leave and Earnings Statement.
- No more waiting for the paper statements to arrive in the mail.
- Personal data is more secure with the elimination of paper statements.
- Pay, leave and tax functionality all from one website.
- Flexibility to create multiple personal financial allotments.
- Self-service changes to your banking and tax withholdings.
HR Links has its own supporting helpdesk to support new, existing and separated employees with first time and subsequent problems with the application.
First time users accessing the application
All newly hired customer agency employees will receive access to HR Links. This should occur within 10 business days after the end of the first full pay period the new employee is onboard with their agency.
Current and separated employee application access
Current employees can access HR Links using GSAAuth.
Separated employees cannot access HR Links and will need to contact GSA Payroll at kc-payroll.finance@gsa.gov for support. Please note the the HR Links application will only store their information for three years after an employee has separated from their agency. In situations beyond three years, GSA Payroll/External Services (BEC) can be contacted at kc-payroll.finance@gsa.gov for additional pay or related assistance.
