Otay Mesa Land Port of Entry
Port overview
The Otay Mesa Land Port of Entry, located in San Diego County, is the busiest commercial port in California. The existing facility infrastructure cannot adequately accommodate tenant agency security requirements nor support current northbound commercial and pedestrian traffic. In order to increase vehicle and pedestrian-processing capacity and to support tenant agencies’ ability to conduct their respective missions, GSA is in the process of modernizing and expanding the existing port.
Once complete, the project will provide the port with adequate operational space, reduced traffic congestion, and a more efficient layout for port operations and the traveling public.
Modernization and expansion
- Expansion of pedestrian-processing facilities; doubling the processing facilities from 6 to 12 lanes and better connecting travelers to the nearby transit hub
- Construction of a commercial-annex building
- Relocation of Secure Electronic Network for Travelers Rapid Inspection enrollment facilities
- Relocation of hazardous material commercial import processing
- Construction of surface and structured parking for employees and visitors
- Commercial import lot improvements; an increase from 9 to 16
- Improvements to commercial vehicle circulation
- Improve pedestrian-processing capacity
Project schedule

- Construction started June 2020
- Construction scheduled for completion in Fall 2023

- Site acquisition: $12 million
- Cost: $122 million
- Total cost: $134 million (fully funded)
Project design
Traffic advisories

During construction, the land port of entry will remain operational. The public should expect changes to traffic patterns. Travelers will be informed of changes by traffic advisories distributed to news outlets, posted on social media, and via posted signs. Drivers are advised to monitor posted roadway signage when transiting the port.
