Register in SAM.gov early
Property owners should register in SAM.gov and maintain an active registration before pursuing federal leasing opportunities.
An active SAM registration is required before we can award a lease. Because the registration and validation process can take time, we encourage you to register well before identifying a specific opportunity.
SAM registration and renewal are free. While some private companies offer registration assistance services for a fee, these services are optional and are not affiliated with the government.
Monitor SAM.gov for opportunities
We post most federal lease opportunities on SAM.gov, including both our lease requirements and lease requirements from other federal agencies.
Each notice will identify:
- The geographic area where space is needed
- Building requirements
- Community and location requirements
- Occupancy schedules
- Lease term requirements
- Instructions for expressing interest and submitting an offer
Regularly monitoring SAM.gov is the best way to identify opportunities in your market.
Understand the requirements
Lease requirements often include more than just building specifications.
While some requirements focus on the property itself, others may address factors such as proximity to transportation, amenities, mission-related considerations, security requirements, parking, or other characteristics of the surrounding community.
Carefully reviewing these requirements can help determine whether your property is well-positioned to compete.

Register for the Leasing Portal
Create an account at leasing.gsa.gov.
The Leasing Portal is our online platform for participating in many lease procurements and submitting offers. Registration and use of the Leasing Portal are free.
Understand how we evaulate offers
Each solicitation will identify the evaluation method.
Lowest price technically acceptable
Under LPTA, we award to the offeror proposing the lowest price among those meeting all technical requirements.
Historically, most of our lease procurements have used LPTA.
Best value tradeoff
Under BVTO, we evaluate both price and non-price factors and may select an offer that is not the lowest priced if it provides greater overall value.
Follow the solicitation instructions
Each notice contains specific instructions regarding:
- How to submit an offer
- Required forms and certifications
- Submission deadlines
- Required supporting documentation
Carefully following these instructions is critical. Failure to provide requested information or comply with submission requirements may result in an offer being removed from consideration.
Beware of third-party solicitation services
Property owners may receive calls, emails, or advertisements from private companies offering assistance with SAM registration, leasing opportunities, or government contracting.
While some of these companies provide legitimate consulting services, you should understand that:
- SAM.gov registration is free.
- Leasing.gsa.gov registration is free.
- We do not charge fees to compete for lease opportunities.
- We publicly advertise federal lease opportunities on SAM.gov.
If you are ever unsure whether a communication is legitimate, contact your agency point of contact or verify the information directly through official government websites before taking action.
Early preparation, active registrations, and familiarity with federal leasing requirements can significantly improve your ability to compete for federal leasing opportunities.
