Engineering & Mission Operations Facility Ames Research Center
The U.S. General Services Administration (GSA) and the National Aeronautics and Space Administration (NASA) are partnering to deliver a new Engineering and Mission Operations (EMO) Facility at NASA’s Ames Research Center in Northern California.
The new 30,292 square-foot facility, known as Building N278, will bring together key mission-support functions in a modern, efficient workplace with offices, private meeting areas, technical laboratories and support spaces. The project will help advance NASA Ames’ long-term vision for a healthier, safer, more flexible, and sustainable environment while reducing operations and maintenance costs.
Located near the intersection of Warner Road and Mark Avenue, the project also includes site preparation through the demolition of two existing structures, Buildings N51 and N216, and an adjacent fuel station. Once complete, the EMO Facility will provide a safe, flexible, and sustainable environment to support NASA’s engineering and mission operations needs.
Estimated Construction Timeline: Summer 2027 to Fall 2029
Estimated Project Cost: $40 to $60 million
Primary tenants: Moffett Federal Airfield and NASA Ames Research Park host tenants from defense, tech, academia, and federal agencies.
Current status
In February 2026, NASA contacted GSA to relaunch the EMO project. GSA formed a project team and began work quickly. Between February and June 2026, the team completed several important steps, including selecting AECOM to provide pre-construction support during the design-build phase.
GSA has also completed key early procurement steps, including a Sources Sought notice and an Industry Day event that generated strong interest in the project among attendees from across the industry.
The next major step is to release the Phase 1 Solicitation, which is planned for August 2026.
Environmental review
In compliance with NEPA, NASA determined that a Categorical Exclusion (CATEX) checklist is the appropriate level of review for the proposed action. This checklist demonstrates that no extraordinary circumstances exist that requires an Environmental Assessment or Environmental Impact Statement.

entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
