The DPA outlines the roles and responsibilities between the GSA contracting officer and the ordering contracting officer, and complies with the Office of Management and Budget’s executive agent designation to GSA. The roles and responsibilities of the agency and GSA are covered in Section G.2 of the EIS RFP.
To receive a DPA:
Once you receive your DPA, you will serve as the Ordering Contracting Officer for your agency’s EIS task orders and be responsible for all aspects of the task order acquisition process and the resulting TOs. CORs or other ordering officials may place service orders under a fully funded task order only when delegated this authority in writing. Task order CLINs and pricing are structured in accordance with Section B. Service orders must be within scope and not exceed the funding on the task order. EIS requires SOs to be associated with a specific TO number.
Note: Warranted contracting officers (appointed pursuant to FAR 1.603) or an official authorized to obligate funds for the agency must submit the DPA request form. DPA requestors must provide a .gov or .mil email address. If you don’t have one, use “EIS_DPA@gsa.gov” as your work email address in the form below and submit a copy of your warrant as a federal contracting officer to EIS_DPA@gsa.gov to be considered for approval.

A scope review is required for all EIS solicitations over the Simplified Acquisition Threshold. If your agency is taking an exception to fair opportunity and doesn’t issue a solicitation, a scope review is not required.
Solicitations must be reviewed by GSA before your agency’s Ordering Contracting Officer (the DPA holder) releases the solicitation to the EIS contractors. GSA will determine if the solicitation requirements are within scope and issue a written scope determination finding to the agency. Findings will include marked up comments in the original submitted solicitation documents.
GSA will only review complete solicitation packages (no drafts or partial solicitations). If you need an informal review before your final submission, contact your solutions broker.
The Ordering Contracting Officer issues the RFP/Solicitation to all qualified EIS contract holders. You can use the pricer tool to make a fair opportunity selection for a Task Order, in accordance with Fair Opportunity under FAR Subpart 16.5, if:
After evaluating proposals, the Ordering Contracting Officer awards the task order to the successful vendor. Then your agency can issue Service Orders to provision, move, or disconnect services.

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
