The minimal value for foreign gifts is $525.
5 USC. 7342, Receipt and Disposition of Foreign Gifts requires the head of the General Services Administration, with advice from the Secretary of State, to update the definition of “minimal value” for foreign gifts every three years. This update is based on changes in the consumer price index. The current minimal value of $525, was set by Bulletin B-2025-01 Foreign Gift and Decoration Minimal Value, effective December 29, 2025. “Minimal value” means the retail price of gifts and decorations received from foreign governments. Federal employees can only accept gifts from foreign governments if the item is worth $525 or less (as of Jan 2026) and is given as a keepsake or courtesy. Gifts worth more than this amount belong to the United States government and must be turned over to their agency. Employees should always check with their agency’s ethics advisor before accepting any gift from a foreign entity.
