Federal agencies must send reports to the General Services Administration (GSA) on a regular basis. These reports include:
- The Nonfederal Recipients Report
- The Negotiated Sales Report
Non-federal recipients report
Agencies must submit this report every year. It lists all personal property given to a nonfederal recipient during the previous fiscal year. This includes surplus computers and equipment that the agency transferred directly to schools and educational nonprofits under Executive Order 12999, Educational Technology: Ensuring Opportunity for All Children in the Next Century.
For detailed rules, see 41 CFR 102-36.75. The deadline is 90 days after the fiscal year ends.
Negotiated Sales Report
This annual report lists all personal property an agency sold through a negotiated sale in the previous fiscal year. Find specific rules in 41 CFR 102-38.45. This report is due 60 days after the fiscal year ends.
How to submit reports
Submit your reports electronically in the Personal Property Reporting Tool (PPRT).

To promote and support transparency in the management of Federal Government personal property, GSA collects, analyzes, and publishes the Non-Federal Recipients Report Summary. You can use our data visualization dashboard on the Data to Decisions (D2D) platform to view the Non-Federal Recipients Report data. This dashboard has interactive charts that let you look at the data by agency, legal disposal authority, and Federal Supply Group.
