All contract holders must be provided a fair opportunity to be considered for all orders in accordance with FAR 16.5, unless an exception applies. Exceptions include an urgent need, only one capable awardee, and a logical follow-on to an order already issued under the contract. The full list of exceptions is in FAR 16.5. Polaris maximum rates apply only to Time and Material and Labor Hour type orders. The maximum labor rates include direct labor cost, overhead, general and administrative expenses, fringe benefits, and profit. The Master Contract’s Maximum Rates are not typically the same as the fixed-price or ceiling labor rates established at the task order level.

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
