GSA Fleet Card

Each GSA Fleet vehicle has a corresponding GSA Fleet Services Card. The eight-digit vehicle tag number is embossed on the face of the card — for example — G12A3456. Use the GSA Fleet Card to pay for fuel and maintenance for your GSA Fleet-leased vehicle. The GSA Fleet Card is accepted at 95% of U.S. fuel stations and 45,000 service locations in all 50 states, U.S. territories, and Canada.

Each agency is responsible for issuing a fleet card task order. In addition to GSA Fleet, the Departments of Commerce, State, Homeland Security, and Agriculture have all chosen WEX as their fleet card. To see which fleet card federal agency vehicles are using, feel free to contact GSA SmartPay.

Using the GSA Fleet Card 

Authorized purchases — According to Federal Acquisition Regulation 13.301, you are authorized to use your GSA Fleet Card for the purchase of fuel, maintenance, and repair of government owned and operated motor vehicles. A GSA Fleet Card is issued to a specific vehicle and should only be used for the corresponding vehicle. 

The leasing agency is the government’s agent for each purchase made with the GSA Fleet Card and is responsible for each transaction. The agency is also responsible for ensuring compliance with applicable GSA Fleet and agency regulations and procedures.

Authorized transactions

  • Regular unleaded gasoline, diesel fuel, and Diesel Exhaust Fluid (DEF)
  • Immediately consumable vehicle fluids (oil, DEF, washer fluid, etc.)
  • Preventive maintenance services
  • Vehicle washes
  • Authorized maintenance and mechanical repairs

Unauthorized transactions

  • Any vehicle other than the one assigned to the card
  • Premium fuel or full-service fueling (unless required or authorized)
  • Convenience store purchases (food, drinks, air fresheners, etc.)
  • Parts store purchases or vehicle accessories
  • Personal purchases of any kind
  • PIN or Driver ID Assistance — Contact your Fleet Service Representative (FSR) for assistance with PINs, driver IDs, or other card-related questions.
  • Spending Limits — Each GSA Fleet Card has transaction limits based on vehicle type. Some fuel stations also impose pump limits. If the pump stops before the vehicle is full, simply begin a second transaction.
  • Declined Transactions — If a transaction is declined, call WEX using the number on the back of the card.
  • Replacement Cards — If your card is lost, stolen, damaged, or compromised, contact your agency vehicle coordinator or request a replacement through GSAFleet.gov. Replacement cards typically arrive within 1–2 business days.
  • Military Installations — The GSA Fleet Card may be used at authorized DLA fuel pumps on military installations in the United States and Europe.
  • Electric Vehicle Charging — For vehicles equipped for public charging, ChargePoint scan cards and WEX RFID cards may be used at participating charging networks. Contact your FSR for additional information.

Card use during a government shutdown

GSA Fleet Cards generally remain active during a government shutdown unless GSA Fleet or your agency directs otherwise.

Employees should follow their agency’s shutdown guidance regarding the use of GSA Fleet vehicles and Fleet Cards. Depending on your agency’s determination of your work status and mission requirements, you may not be authorized to operate a government vehicle or use the Fleet Card during a shutdown.

If you experience issues with your Fleet Card or need assistance during a shutdown, contact WEX Customer Service using the number on the back of the card.

Maintenance and roadside assistance

  • Maintenance and Repairs Under $100 — For repairs under $100, the repair facility may process the transaction through Auto Integrate, electronically accept the WEX Fleet Card, or call 866-WEX-4GSA (866-939-4472) to obtain an alternate payment number.
  • Maintenance and Repairs Over $100 — For repairs exceeding $100, or for any accident-related damage, the repair facility must obtain authorization from GSA Fleet before work begins. Authorization may be requested through Auto Integrate or by contacting the Maintenance Control Center (MCC) at 866-400-0411.
  • Roadside Assistance — If roadside assistance is needed, follow these steps:
    • During business hours, contact the Maintenance Control Center (MCC) at 866-400-0411 (Option 1).
    • If the vehicle is covered by a manufacturer warranty, use the manufacturer’s roadside assistance program.
    • For after-hours towing or roadside assistance on vehicles not covered by warranty, contact WEX using the number on the back of the GSA Fleet Card. If after-hours assistance is used, notify the MCC or your Fleet Service Representative (FSR) on the next business day so GSA Fleet can locate the vehicle and coordinate repairs.

Vehicle use outside the continental United States (OCONUS)

  • Puerto Rico — Vehicles operating in Puerto Rico are issued a Total Fleet Card for fuel purchases.
  • U.S. Virgin Islands and American Samoa — Vehicles operating in the U.S. Virgin Islands and American Samoa are issued a Mastercard for fuel purchases.
  • Europe — The WEX Fleet Card may be used to activate authorized fuel pumps at military installations throughout GSA Fleet Europe service areas. Additional fueling options may be available through local military exchange programs and host-nation fuel programs. Contact your Vehicle Control Officer (VCO) or Fleet Service Representative (FSR) for country-specific fueling guidance. 

Short Term Rental

  • A Fleet card may be requested when submitting a Short Term Rental, or STR, request. Fuel card(s) are shipped to the designated rental point of contact up to 10 days before the rental start date, or upon vendor selection if the request begins in less than 10 days.
  • Fleet cards for STR vehicles are not tag-specific. Each fuel card has a unique account number and includes the rental request and sequence number.
  • All STR fuel charges are billed as an agency-incurred expense, or AIE, based on the rental request number. 

Vendor information

GSA Fleet vehicles are easily identifiable by the license plate and payment method. License plates on GSA Fleet vehicles have a G preceding the alphanumeric sequence. If you encounter a GSA Fleet vehicle without a GSA license plate, ask the driver to provide the GSA Fleet Service Card. The vehicle tag number is located in the lower left corner of the card. If the vehicle has GSA tags, make sure the vehicle license plate matches the number listed on the GSA Fleet Service Card.

Fuel, service, and maintenance transactions under $100

  • If your credit card machines accept WEX cards, swipe the card and follow the instructions.
  • If you are unable to accept the WEX card directly, call the number on the back of the card and you will be given a Mastercard number.
  • If you don’t accept credit cards, sign up for Automated Clearing House (ACH) or direct deposit into your bank account. Contact WEX’s Merchant Support at 877-259-9552 or gsamerchantsupport@wexinc.com.

Service and maintenance transactions over $100

Prior to performing work, call the GSA Maintenance Control Center or Accident Management Center at 866-400-0411.

Additional terms and conditions

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
