The Building Maintenance and Operations (BMO) program offers training to its customer partners in a variety of
formats:
In-person,
Webinar,
Conference call, or
Training videos.
BMO Overview and DPA Training
Federal agency personnel should attend this Overview and Delegation of Procurement Authority (DPA) training to learn
about the overall structure, features and benefits of the BMO program. Before issuing task orders using BMO, Federal
Contracting Officers (COs) must complete training and receive a Delegation of Procurement Authority (DPA). Training
sessions last approximately one and a half hours and will offer Continuous Learning
Points (CLPs).
Please note: The BMO solution is currently only available in Zones 1-6. Federal agency personnel outside of these
zones are welcome to participate, but the facility that they are contracting for must be within Zones 1-6 (until
further Zones are awarded).
Three Part Training Video Series
You can now obtain your BMO Delegation of Procurement Authority (DPA) needed to use the BMO contracts by watching a
three part video series. Instructions on requesting a DPA letter are provided in the videos.
Federal agency personnel that work with building maintenance contracts.
Each warranted Contracting Officer who takes the training will be issued a DPA and then authorized to use the BMO
contract. Non-1102 personnel will receive CLPs but will not be granted a DPA.
If using the downloaded form, email the completed BMO Training Request Template to
fssi.bmo@gsa.gov.
If arranging training for a group, please indicate how many plan to attend in the comments box provided. Also, let us
know if you would like this group training on-site.

Rates for Alaska, Hawaii, U.S. Territories and Possessions are set by the Department of Defense.
Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
